FAMILY VIOLENCE UNIT

In July 1997 the Elizabethton Police Department in conjunction with the Carter County Sheriff’s Department formed the Elizabethton/Carter County Family Violence Unit. The goals of the Family Violence Unit are to provide protection through aggressive prosecution, to end the cycle of violence, to help victims understand that they are not alone, and to make the fight against domestic violence more proactive. The unit is now staffed by Elizabethton Police Department Investigator Joy Markland. Detective Markland follows up on cases and assists victims of domestic violence crimes finding the help they need. By getting them into counseling and/or a domestic violence shelter, the intent is to help break the vicious cycle that makes them victims. The Family Violence Unit takes actions necessary to reduce the immediate danger to the victim. It also assists victims by providing information regarding legal issues such as court proceedings and obtaining orders of protection.

We wish to emphasize that if you believe a domestic assault is in progress, you can best serve the victim(s) by calling 9-1-1 and reporting it. This information is intended to assist people who have been involved in long term abusive relationships -- and/or the family and friends of the victims -- in finding the information they need to combat the cycle of violence that makes their life and that of their children miserable. This information is also intended to connect the victims and/or the people who care about them with with local resources and agencies that can help improve their quality of life.


REPORTING AN INCIDENT OF VIOLENCE

Carter County 911 - To report a crime in progress call 9-1-1. Be prepared to give the following information: Name, address, telephone number, nature of the incident, perpetrator's name (if known), any weapon involved and when the incident occurred.

STATE OF TENNESSEE REGISTERED SEX OFFENDERS REGISTRY

COUNSELING & HUMAN RESOURCES

Crossroads- is a private non-profit organization that provides alcohol, drug and anger management treatment services for the Upper East Tennesse area. They currently serve Carter, Johnson, and Unicoi Counties with several programs. For additional information or assistance please call (423) 542-3911.

Department of Human Services- The Department of Human Services strives to enable people to be self-sufficient. The following are a few of the programs offered to persons who are eligible for services: Food Stamps, Adult and Child Protective Services, Daycare, Tenn-Care, Van Transportation, Counseling and Referrals. LEGAL ASSISTANCE

District Attorney's Office - The District Attorney's Office is responsible for prosecuting cases in both General Sessions Court and Criminal Court. HOUSING ASSISTANCE

The Shepherd's Inn is located in Carter County, Tennessee and provides temporary housing for those individuals needing assistance. The Inn provides a two week program that gives individuals a chance to get back on their feet. In addition, they provide support group counseling for victims of domestic violence. The Elizabethton Housing and Development Agency, Inc. - The EH&DA has been helping individuals with their housing needs for over 20 years. They provide assistance for approximately 800 families.
